PURCHASING SPECIALIST
 

  Location:   Tucson Campus 
  Employee Status:                 Permanent
  Hours Per Week:   40
  Work Calendar:   12-Month
  Pay Rate:   $19.61-$30.56         

CLASSIFICATION SPECIFICATION
CLASS SUMMARY:

This position is responsible for all functions related to purchasing processing, and some or all of the listed duties and /or additional duties that occur from time to time.
Work assignments may vary depending on the departments needs and will be communicated to the incumbent by the Purchasing Manager.
 
Essential duties include:
  • Coordinates the functions of purchases in the APP (Arizona Procurement Portal), review analyze and approve requisitions for the purchase of goods and services.
  • Trains end users in APP Arizona Procurement Portal
  • Reviews State contracts and vendor registered list
  • Writes specifications for supplies and materials and services unavailable through State Purchasing Contracts
  • Prepare RFP's, IFB's, RFQ's in accordance to the State of Arizona, rules regulations, policies and procedures.
  • Work closely with departments and specialist to refine specification for solicitation development.
  • Conduct Pre-bid conferences
  • Contacts Vendors
  • Research vendor sourcing
  • Analyze and anticipate the purchasing needs of departments
  • Interviewing and negotiating with vendors
 
TRAINING AND EXPERIENCE:
  • Bachelor's degree in business administration or related field or the equivalent combination of education and experience
  • Three years of governmental purchasing experience, or four years of other purchasing
  • Proficient with Microsoft Suite or Google Suite
  • Effective verbal, listening, and written communication skills
  • Preparing Procurement Documents
 
LICENSING/CERTIFICATION REQUIREMENTS:
 
  • Must be able to pass FBI and State background check or Fingerprint Clearance Card as position requires by policy or Statute
  • Defensive Driver Training Program to be completed by all agency personnel that drive on State business
 
KNOWLEDGE OF:
  • Policies, procedures, and programs of the immediate work unit
  • Principles and practices of administration and management
  • Agency or program rules, regulations, and operating procedures
  • State procedures, policies and practices for procurement of supplies, equipment and services.
  • Arizona State Procurement Code
  • Wide range of standard commodities and products
  • Sourcing of materials and services
  • Preparing detailed specifications and analyze multi factor bids,
  • Ability to prepare and analyze technical specifications and bids
  • Principles of purchasing and receiving using a financial accounting system State's Automated Financial System (AFIS)
  • Arizona Procurement Portal (APP)
